All members of the Authority shall be residents of the City or County which such members represent. No member of the Authority shall receive any compensation, whether in form of salary, per diem allowance or otherwise, for or in connection with his services as such member. Each member shall, however, be entitled to reimbursement by the Authority for all reasonable and necessary expenses actually incurred in connection with the performance of his duties as such member.
