Pursuant to the provisions of West Virginia Code 8-29-1 et seq., the City of Fairmont (hereinafter "City"), in conjunction with the Marion County Commission (hereinafter "Commission") as joint participating governments, do hereby create and establish a Regional Airport Authority, to be known as the Fairmont-Marion County Regional Airport Authority (hereinafter "Authority"). The date this Authority shall be deemed created and in effect shall be the date the ordinance of the City or the resolution of the County becomes effective, whichever is last.
