There is hereby created an Arts and Humanities Commission to be known as "The City of Fairmont Arts and Humanities Commission," to consist of eleven members, to be appointed by the City Manager and confirmed by Council, from among the residents of the City. The members of the Commission shall elect the Commission chairman and such other officers as it deems necessary. The members shall serve a term beginning July 1, 1978, three to serve for a term of one year, three to serve a term of two years and the remaining to serve for a term of three years. The successors of the members initially appointed as provided herein shall be appointed for a term of three years each in the same manner as the member initially appointed under this section, except that any person appointed to fill a vacancy occurring prior to the term for which his predecessor was appointed shall be appointed for the remainder of such term. Each member shall serve until the appointment and qualification of his/her successor. No member shall receive any salary for his/her services, but each shall be reimbursed for approved actual and necessary expenses incurred by him/her in the performance of his/her duties.
