Local records which are within the following types are vital records which should be preserved pursuant to this article.
(a) Records containing information necessary to the operation of government in the emergency created by a disaster;
(b) Records not within subsection (a) hereof, but containing information necessary to protect the rights and interests of persons and to affirm the powers and duties of government in resumption of operation after a disaster.
