(a) Council hereby finds that one or more slum or blighted areas as defined by West Virginia Code §16-18-1 et seq., exist in the corporate limits of the City of Fairmont.
(b) Council hereby finds that the redevelopment of such area or areas is necessary in the interest of the public health, safety, morals, and welfare of the residents of such community.
(c) Council further hereby finds that certain and empowerment of the City of Fairmont’s Urban Renewal Authority, pursuant to the aforementioned code is in the best interest of said City.
