All members of the board shall be residents of the City. No member of the board shall receive any compensation, whether in the form of salary, per diem allowance or otherwise, for or in connection with his services as such member. Each member shall, however, be entitled to reimbursement by the Commission for all reasonable and necessary expenses actually incurred in connection with the performance of his duties as such member.
