Such Commission shall be a public corporation and shall have perpetual existence. Such Commission shall have plenary power and authority to sue and be sued; contract and be contracted with; adopt, use and alter a common seal; make and adopt necessary and appropriate lawful by-laws and rules and regulations; elect officers; appoint committees, agents and hire contractors and fix their compensation.
Further, such Commission shall have plenary power and authority as provided in West Virginia Code 8-33-1, et seq.
