The Planning Commission shall consist of nine citizens, all of whom shall be residents of the City, who shall be qualified by knowledge and experience in matters pertaining to the development of the City and who shall include representatives of business, industry and labor. Three-fifths of all members shall have been residents of the Municipality for at least ten years prior to nomination.
One member of the Planning Commission shall also be a member of Council, and one member shall also be a member of the administrative department of the City.
Vacancies shall be filled by appointment for the unexpired term only.
