147.02 SPECIAL COUNSEL.
   The City Manager may, from time to time, contract with an attorney or attorneys to provide special legal services to the City. These services may include, but are not limited to:
   (a)    Consultation. Consult and provide advice to the City Attorney on all matters that fall within his purview.
   (b)    Civil Matters and Appeals. In any civil action for which an employee, officer or the City is made a party defendant for which insurance is not provided, the Special Counsel shall appear and represent the best interests of the City. In any appeal of an action which has been prosecuted in Municipal Court, Special Counsel may assist the City Attorney to represent the best interest of the City. In any civil action instituted in behalf of the City in any court of record, Special Counsel may appear and assist the City Attorney for the best interests of the City.
   (c)    Other Services. The City Manager may contract for other legal services as needed.
