The maker of any check tendered in payment for taxes, fees, fines, assessments, services, including any utility service, or other moneys due the City, which is returned for insufficient funds, closed account, or not honored for any other cause for which a charge is imposed upon the City by any financial institution, shall be assessed a charge of twenty-five dollars ($25.00) per check. Provided, that nothing herein shall preclude the institution of any civil or criminal proceedings for a dishonored check.
