131.08 SPECIAL SCHOOL ZONE POLICE OFFICERS.
   (a)    The City Manager is hereby granted power and authority to appoint, upon the recommendation of the Chief of Police, special school zone police officers, who shall have the duty of controlling and directing traffic on designated parts of the streets, avenues, roads, alleys or ways, at or near schools, and who, in the performance of such duty, shall be vested with all powers of local police officers.
   (b)    All such special school zone police officers shall be in uniform, shall display a badge or other sign of authority, all of which shall be provided by the City, and shall serve at the will and pleasure of the appointing authority.
   (c)    All such special school zone police officers shall be under the supervision and control of the Chief of Police, and shall perform their duties at such places and hours assigned by such Chief of Police, or his duly constituted officer in charge of such detail.
   (d)    The hours and conditions of employment shall be determined by Council, provided, however, no such special school zone police officer shall come within the civil service provisions relating to the Police Department, nor the policemen's pension and relief fund provisions of West Virginia Code 8-22-1, et seq. as amended.
   (e)    Council may require such special school zone police officers to give bond, payable to the City, with such sureties and such penalty as it may see fit, condition for the faithful performance of their duties.
