Any member of the Police Department who is intoxicated or under the influence of narcotics while on duty, and any member of the Police Department who is absent from his place of duty by reason of intoxication or being under the influence of narcotics shall be instantly suspended or discharged by the Chief of Police, subject to review by the City Manager, and subject to State and local civil service rules and regulations.
