131.05 CHIEF'S POWERS AND DUTIES.
   The Chief of Police shall have the powers and perform the duties prescribed for him by the State law, this Code and other ordinances and by the City Manager, and he shall perform such duties as are incidental to his office as may from time to time be required of him by the City Manager, The Chief of Police shall keep accurate and complete records of all property of the Police Department and the official activities thereof, and shall render such reports as may be required of him by the City Manager. He shall prepare the annual budget estimate for the Department and submit it to Council through the City Manager. He shall see to it that all fees and other money collected by members of the Department are promptly turned over to the Finance Director or City Clerk or otherwise disposed of according to law. He shall be responsible for the administration, training, discipline and morale of the members of the Department and for their effective and efficient performance of duty.
