(a) The Police Department shall comprise the Chief of Police and such other personnel, having such ranks and grades, as may from time to time be authorized by Council. The organization shall be as prescribed by the City Manager, in consultation with the Chief of Police, and so constituted as to effectively and economically accomplish its purposes.
(b) The purposes of the Police Department shall be to protect persons and property within the City, to preserve law and order therein, and to enforce therein the criminal laws of the State and the provisions of this Code and other ordinances and resolutions of Council without fear or favor.
(c) All provisions of this article are subject to State law and State and local civil service provisions relative to policemen.
