1769.04 REFUSAL TO REGISTER; REFUSAL TO PAY FEE.

No person shall refuse to register a vacant building as provided for herein or aid or abet in the avoidance of the registration and no person shall refuse to pay any vacant building registration fee or aid or abet in any person in the non-payment of such fee.
