1769.02 REGISTRATION; FEE; LIENS
   (a)    Registration. On or after the effective date of this section, every owner of real property within this City that contains a vacant building as hereinbefore defined shall register the building with the Office of the Chief Building Code Official for the City, For any building that does not qualify as a vacant building as of the effective date of this section but shall thereafter become a vacant building, the owner thereof shall be required to register the building with the Office of the Chief Building Code Official within thirty (30) days after the date the building first meets the definition of a vacant building. When the owner of the vacant building resides outside this State the owner shall provide the name and address of a person who resides within this State who is authorized to accept service of process and notices under this Article for the purposes of notification in the event of an emergency affecting the public health, safety or welfare.
      (1)   The Chief Building Code Official, or his designees, may also identify vacant buildings through visual observation, utility records, lawful inspections, complaints, emergency responses, or any other lawful means. Upon identification of a vacant building which is not registered, the Chief Building Code Official, or his designee, shall cause an inspection/investigation of the premises to determine whether the building is a vacant building. If the results of the inspection/investigation reveal that the building is a vacant building and is not registered, the Chief Building Code Official shall register the property as a vacant building. Within five (5) business days of such registration, notice of the registration shall be sent to the property owner of such registration.by certified mail return receipt requested at the last known address of such owner. The notice shall provide a description of the property upon which the building is situate, the date of registration, and the amount of the registration fee, if any.    
      (2)   If at any time after a vacant building is registered it becomes occupied, the owner shall notify the Chief Building Code Official of the occupation and the building shall be removed from the registry and a notification confirming removal sent to the owner.
   (b)   Fee:
      (1)   Amount of Fee: RESERVED
      (2)   Use of Fee: All fees shall be deposited in a separate account which shall be used to: (1) improve public safety effort, especially for police or fire personnel, who most contend with the dangerous situations manifested by vacant buildings; (2) monitor and administer this Article; and (3) repair, close or demolish a vacant building.
