Independent agencies of the City, such as the Sanitary Sewer Board or Hospital, shall also have plenary power and authority to indemnify all officers, agents and employees of such agency by virtue of this article by spreading upon the minutes of their records a resolution providing for the expenditure of public funds of such agencies in a manner commensurate with this article.
