923.14 PRETREATMENT CHARGES AND FEES.
   (a)   Purpose. It is the purpose of this Section to provide for the recovery of costs relating to the implementation, operation, and administration of the City's pretreatment program from users of the City's wastewater disposal system.
   (b)   Charges and Fees. The City hereby adopts the following reasonable charges and fees relating to the implementation, operation and administration of the City's pretreatment program:
      (1)   Fees for reimbursement of personnel costs of implementing, operating and administering the City's pretreatment program: $30.00/man hour;
      (2)   Fees for monitoring, inspections and surveillance procedures: $30/man hour;
      (3)   Fees for reviewing accidental discharge procedures and construction: $30/man hour;
      (4)   Fees for permit application: $500.00;
      (5)   Fees for transferring a permit: $250.00;
      (6)   Fees for filing an appeal: $125.00;
      (7)   Late Fee: $50.00;
      (8)   Fees for consistent removal by the City of pollution otherwise subject to Federal pretreatment standard:
         Ci =Vo Vi +Bo Bi + So Si, where:
Ci is the charge to industrial users per year.
Vo is the average unit cost of transport and treatment chargeable to volume, in dollars per gallon.
Vi is the volume of wastewater from industrial users, in gallons per year.
Bo is the average unit cost of treatment, chargeable to biochemical oxygen demand (BOD), in dollars per pound.
Bi is the weight of BOD from industrial users, in pounds per year.
So is the average unit cost of treatment, including sludge treatment, chargeable to total solids, in dollars per pound.
Si is the weight of total solids from industrial users, in pounds per year.
   These fees relate solely to the implementation, operation and administration of the City's pretreatment program covered by this article and are separate from all other fees chargeable by the City. (Ord. 1509. Passed 11-23-10.)
