The City Manager shall notify all Boardmembers of their appointment. Except for the City Manager, all Boardmembers shall be appointed for a term of three years or until his or her successor is appointed and qualifies. In the event of a vacancy and after the expiration of the term of office of any Boardmember, a successor shall be appointed by the Council. All vacancies shall be filled for the unexpired term only and all other appointments shall be for a full term, to commence on the date of appointment. Any Boardmember shall be eligible for reappointment upon the expiration of his or her term.
All expenses incurred by Boardmembers in the performance of their duties shall be paid solely from funds derived from the operation of the System in accordance with established City rules and regulations. Council reserves the right and privilege from time to time by ordinance to fix compensation of the Boardmembers.
