The Water Board shall consist of three persons, (individually “Boardmember” or collectively “Boardmembers”), one of whom shall be the City Manager. Of the remaining two members, one of them shall be a resident of the City. The final member shall be a resident of the territory served by the Board. All of the members of the Board shall be residents of the State.
Except for the City Manager, all Boardmembers shall be appointed by the majority vote of the City Council and may not be members of the Council, officers or employees of the City. Said Boardmembers shall be appointed without regard to their political affiliations but with regard to their business and professional experience or standing as citizens in the community.
