163.01 CREATION.

The Fairmont Water Board (the “Water Board”) is hereby created and all aspects of the custody, supervision, control, administration, operation, management, and maintenance of the System, as it shall exist from time to time, shall be vested in the Water Board to the extent permitted by law, hereby created and functioning as hereinafter provided.
