The Commission shall have and may exercise all of the powers and authority granted to a board of parks and recreation commissioners set out and described in Article 21 of Chapter 8 of the West Virginia Code 1931, as amended, or as may be conferred upon such a board or commission by any other state or federal or local law; provided, the Commission is subject to all the requirements, restrictions and limitations contained any of the aforementioned, or as the same may be hereafter amended.
