When a vacancy occurs on said Commission by reason of death, resignation, change of residence from the City of Fairmont, failure to remain a freeholder of the City of Fairmont, or any other cause, the remaining member or members of the Commission shall appoint a successor or successors, or if there be no members left on said Commission, the Council for the City of Fairmont shall appoint successors, and in either event, the appointments shall be for the unexpired term or terms.
