There is hereby established in the City of Fairmont a board of park and recreation commissioners for the City of Fairmont, to be known as the Fairmont Parks Commission, which shall be a public corporate body with perpetual existence and a common seal, as provided by and authorized in West Virginia Code §8-21-1 et seq., hereinafter for convenience referred to as the “Commission”.
