Any person affected by a decision, notice or order of the Building Inspector issued pursuant to the provisions of this article shall have the right to appeal to the Board of Appeals established pursuant to the provisions of Section PM 111.0 Means of Appeal of the BOCA National Property Maintenance Code, which Code has been duly adopted by the City and the provisions of which are incorporated herein and made a part hereof by reference. Provided, however, that a written application for appeal shall be filed with the Building Inspector’s Office within twenty working days after the day the decision, notice or order of the Building Inspector was served upon such person.
An application for appeal shall be based upon a claim that this article has been incorrectly interpreted or that the provisions of this article do not apply.
