No person shall occupy a mobile home or house trailer, or locate, situate, keep or maintain a mobile home or trailer for occupancy upon any lot or tract of land located within the City other than such property which is designated to be a mobile home park and which is conducted and maintained in full and complete compliance with all the provisions of Article 1301 of the Planning and Zoning Code.
