(a) Fees. There shall be a filing fee of fifteen dollars ($15.00) to be accompanied by an announcement of candidacy for the office of Council to be submitted to the City Clerk, which fee is to be deposited in the General Fund. Forms for announcement of candidacy will be provided by the City Clerk as follows:

(b) Time For Filing. The announcement of candidacy and filing fee shall be filed with the City Clerk not earlier than 120 days nor later than 90 days prior to the regular municipal election in which the candidate seeks election. The City Clerk shall make a record of the exact time when each announcement is filed.
