(a) "To generate" or "to create" means to produce, originate, manufacture or bring into existence by any means, including but not limited, to business means, industrial means, commercial means or agricultural operations.
(b) "Solid waste" means any waste or combination of wastes, any garbage, refuse, sludge or other discarded material resulting from industrial, commercial, business or agricultural means or operations, but does not include solid or dissolved material produced by those operations or businesses presently operating within the City under state and/or federal permits or complying with state and/or federal standards, these businesses to include gas stations, service stations, warehouses, parts warehouses, oil companies or any similar business or operation.
(c) "Petroleum products" or "by-products of petroleum" means petroleum, petroleum distillates, crude oil, oil, gas, gasoline, gasohol, diesel fuel, fuel, kerosene, benzene, petrol, paraffin or any fractions thereof.
(d) "Person" means any individual, trust, firm, joint stock company, public or private or governmental corporation, partnership, association, state or federal agency.
