The Director shall promulgate, proscribe and enforce written rules and regulations governing the practices of the stormwater utility, the stormwater works and the stormwater management program and for carrying into effect the provisions and enforcement of all stormwater provisions of the City of Fairmont Code. All such rules and regulations may, from time to time, be added to, amended or rescinded. Provided, that all such rules and regulations shall be approved by the governing body before they go into effect. Provided, however, that if the governing body shall take no action on a proposed rule or regulation or a proposed change or recision within a period of twenty days from the date of submission, then the same shall become effective as though approved by the governing body.
