(a) The owner of each and every lot, parcel or tract of real estate, building or other structure situate in the greater Fairmont watershed shall be charged for the stormwater works and the stormwater management program of the City of Fairmont.
(b) Rates, fees and charges shall be fixed which are just and equitable and which shall be sufficient in each year for the payment of the proper, reasonable and necessary expenses of operation, repair, replacements, maintenance of and improvements and additions to the stormwater works and the stormwater management program.
