Any discharge to a storm sewer system that would cause a violation of a current federal or state permit governing discharges to or from the storm sewer system, either separately considered or when combined with other discharges, is prohibited. Liability for any such discharge, including, but not limited to, the cost of remedial activity, any fines, costs or expenses incurred by the Director in defending against any allegation of non-compliance relating to such discharge shall be the responsibility of the person(s) causing or responsible for the discharge.
