Any person performing construction work in the Greater Fairmont watershed shall comply with the provisions of this article and shall provide erosion and sediment controls as required by federal or State law that effectively control discharges of pollutants into a storm drain system. The City Council may establish by ordinance supplemental standards and guidelines for implementing BMPs designed to provide erosion and sediment control from construction sites.
