All power and authority possessed by the City of Fairmont pertaining to public flood control and storm and surface water drainage services and the operation thereof by and is hereby transferred to the City of Fairmont Sanitary Board pursuant to the provisions of Ordinance No. 1329. The Utility Manager for the City of Fairmont shall serve as director of the City of Fairmont Stormwater Utility. All storm and surface water drainage systems or facilities owned or controlled by the City of Fairmont, and revenues raised for the purpose of or pertaining to flood control and storm and surface water drainage services and operation of the stormwater utility herein created, are to be collected by the City of Fairmont Sanitary Board. The Sanitary Board shall, no less than annually, present to Council a budget and audited financial statements of said stormwater utility.
