939.11 ENFORCEMENT AND ADMINISTRATION.
   (a)    The City Manager is hereby authorized and directed to make reasonable rules and regulations for the operation and enforcement of this article as deemed necessary, including, but not limited to:
      (1)    Designating the recyclable materials to be separated for collection and recycling by residents and additional recyclable materials to be separated by commercial, municipal and institutional establishments and at community activities.
      (2)    Establishing procedures, rules and schedules for the collection of recyclable materials.
      (3)    Establishing reporting procedures for amounts of materials recycled.
   (b)    Any person, firm or corporation who violates the provisions of this article shall receive an official written warning of noncompliance for the first and second offenses. Thereafter, all such violations shall be subject to the penalties defined in Section 939.99.
   (c)    The City or an authorized waste collector reserves the right not to collect municipal waste from any residential, commercial, multi-family housing property or institutional establishment containing nonrecyclable materials in combination with other recyclable waste materials.
