939.04 IMPLEMENTATION.
   (a)    Residential. The designated recycling materials to be separated from other waste products under this program shall be:
      (1)    High density polyethylene plastic #2 (HDPE#2) - clear and colored plastic bottles and jugs.
      (2)    Polyethylene terephthelate plastic (PET) - plastic soft drink bottles.
      (3)    Clear glass.
      (4)    Aluminum beverage cans.
      (5)    Bi-metal cans.
   Reycling containers shall be placed in each residence so that each resident may separate recyclable items from household waste. The recyclables shall be placed at the curbside, in conjunction with the regular garbage pick up day every other week and collected by the City or its authorized agent. The collected recyclables shall subsequently be taken to a private sector processing and marketing facility.
   (b)    Commercial, Industrial and Institutional Establishments and Community Activity.
      (1)    Each commercial, industrial and institutional establishment and community activity shall separate from other solid waste the following recyclable materials:
         A.    HDPE
         B.    PET
         C.    Clear glass
         D.    Aluminum beverage cans
         E.    Bi-metal cans
         F.    Steel cans
         G.    Mixed grade office paper.
         H.    Corrugated paper
         I.    Newsprint
         J.    Automotive or industrial lead batteries
         K.    Tires
         L.    Computer ribbons, laser toner cartridges or copier toner cartridges
      (2)    Commercial, industrial and institutional establishments shall ensure that recycling efforts result in the reduction of solid waste within their establishment for 1991 waste generation rates of twenty percent (20%) by January 1, 1994, thirty percent (30%) by January 1, 2000 and fifty percent (50%) by January 1, 2010.
      (3)    By January 31 of each year, each authorized residential, commercial, industrial and institutional agent shall submit the following information (number of tons shall be established together with other information required by the City on forms prescribed by the City concerning the previous calendar year).
         A.    Number of residential customers as of December 31 of the previous year.
         B.    Number of tons of solid waste picked up from these residential customers collectively.
         C.    Number of tons of each type of household recyclables picked up by the curbside recyclables collection program.
         D.    Number of commercial, industrial and institutional establishment and community activity customers served during the previous calendar year.
         E.    Number of tons of each type of commercial, industrial and institutional establishments and community activity recyclables collected.
         F.    Names and addresses of each commercial, industrial and institutional establishment customer that does not subscribe to recyclable collections services.
