The City hereby establishes a recycling program for the mandatory separation and curbside collection of recyclable materials. Collection of the recyclable materials shall be made at least once every other week by the City, its designated agent or any other collector authorized by the City, from residences and from industrial, commercial, municipal and institutional establishments.
