Whoever violates any provision of this article or any regulations and specifications adopted thereunder, shall be fined not less than twenty-five dollars ($25.00) or more than one hundred dollars ($100.00) for each offense and in default of payment of such fine shall be imprisoned for not more than thirty days. Each day that a violation is permitted to exist after notice in writing has been served by the Engineer shall constitute a separate offense.
