The State Department of Highways, Standards Specifications, Roads and Bridges, of 1972, is hereby adopted, by reference, for the purpose of prescribing minimum standards of, and for, construction of public avenues, streets, roads or alleys within the corporate limits of the City.
The minimum standard of, or for, construction of a public street, avenue, road or alley may be varied upon a unanimous vote of Council and deemed minimum upon a showing that the way in question is necessary and expedient for public travel. Such showing may be made by the City Engineer, Street Superintendent, Director of Public Works or any other interested citizen, or governmental agency at a regularly scheduled public meeting of Council.
