The streets and alleys of the City shall be known by the names by which they are designated on the plat of the City until the same shall be changed by ordinance; provided that the street extending from Jefferson Street where the same intersects with Decatur Alley to the point where Adams and Barney Streets unite shall be known by the name of Parks Avenue, and the street starting from the extension of Madison Street at the residence of Oliver Jackson and extending along the side of the hill to an intersection with the Fairmont and Wheeling Turnpike near Coal Run shall be known by the name of High Street.
