Notwithstanding any other provisions of this article, it shall be the duty and responsibility of the owner of the property abutting any sidewalk in the City to keep and maintain such sidewalk in a safe and satisfactory condition and state of repair at all times, and such abutting property owner shall hold the City harmless from any damages resulting from his failure to comply with the provisions of this section.
