No person shall set or place any goods, wares, or merchandise by way of exposing them for sale, in or upon any street, alley or sidewalk.
Provided, however, that upon proper application, the City Manager may grant special permission in writing for periods not to exceed twelve hours to place goods, wares or merchandise for sale in or upon any street, alley or sidewalk.
