761.23 COLLECTION BY SUIT.
   The Collector may by himself, or a duly appointed agent mentioned in Section 761.28 collect taxes due and unpaid under this article, together with all accrued penalties under the power conferred on the Collector by law. In addition to all other remedies available for the collection of debts due this City, the Collector may proceed by foreclosure of the lien provided in Section 761.22 or by distraint and sale under Section 761.27. After delinquency has continued sixty days, the Collector may proceed by himself or his agent, in the Circuit Court of the County, to obtain an injunction restraining the further exercise of the privilege, until full payment has been made of all taxes and penalties due under this article. In any proceeding under this section, upon judgment or decree for the plaintiff, he shall be awarded his costs.
