(a) The funds, moneys and revenues received from the collection of the rates, fees, and rentals provided for by this article shall be used only for the continuance, maintenance or improvement of the essential or special service of fire protection within the City and no part of such funds, moneys or revenues shall be used for any other Municipal purpose except as provided in subsection (b) hereof. (b) A sum not to exceed five percent (5%) of all fees, rates and rental collected annually shall be used for the installation or maintenance, repair and replacement of fire lines and hydrants situated within the corporate limits of the City.
