The fees levied by this article shall be collected from each owner and user in semi- annual installments commencing on July 1, 1984, provided, however, that the fees levied by this article shall be collected from each owner and user in bi-monthly installments for residential users and in monthly installments for commercial users commencing on July 1, 2002. Such fees shall be collected by the Finance Director sixty days after the billing date.
