(a) Commercial Buildings. There is hereby imposed and levied upon the respective owners of all commercial buildings as users of fire protection service a fee of two and four tenths cents ($.024) per square foot of the building per six months.
(b) Dwellings.
(1) There is hereby imposed and levied upon the respective owners of all dwellings as users of fire protection service a fee of forty-seven and 82/100 dollars ($47.82) per six months.
(2) There is hereby imposed and levied upon the respective owners of all multi-family dwellings, as users of fire protection service a fee of forty- seven and 82/100 dollars ($47.82) per unit per six months. Provided, however, that owners of multi-family dwellings, may elect, upon filing an application with the City Manager, to pay the forty-five and 54/100 dollars ($45.54) fee on one dwelling unit in the building and to have the remaining building area treated as a commercial building for the imposition of fees hereunder.
