In the event revenue fees required by this article are not paid in a timely manner, a penalty of five hundred dollars ($500.00) shall be added to such revenue fee and collected as a part of such fee, and any officer, owner, operator, manager or other official of any private club failing to pay such revenue fee shall be personally responsible for the same and the same may be collected from such person as other City taxes are collected.
