741.11 ASCERTAINMENT OF PERSONS TO BE LICENSED; LICENSE LISTS.
   It shall be the duty of the City Clerk to ascertain from time to time all persons in the City from whom a City license is required, and deliver them proper certificates of the license to be obtained and the tax to be paid thereon to the City; but it shall also be the duty of every person to apply to the City Clerk and cause himself to be properly listed and licensed.
   The City Clerk shall deliver to the Finance Director from time to time lists of licenses issued by him, specifying in such lists the date of every certificate, the name of the person to whom issued, the amount of the City tax, for what the license is to be obtained, and such other particulars as may be proper. The delivery of such lists shall be evidence against the Director to charge him with the amount of the City tax and charges thereon.
