Every person holding a City license for any of the purposes mentioned in this article shall keep such license posted in a conspicuous position in the place where any such business is carried on.
Every person conducting a business for which, under the provisions of this article, a City license is required, shall produce such license for inspection whenever required to do so by the City Manager or any other officer of this City.

A person holding a City license may, except as otherwise provided, transfer the unexpired term thereof to another by assignment endorsed on the license and attested by the City Clerk; but no assignment of a license shall be of any effect unless made in the manner prescribed in this section
For every alteration or assignment of a license, the City Clerk shall collect a fee of fifty cents ($.50). Such fee shall be paid by the person on whose application the license alteration or assignment is made and shall be turned into the City treasury. No certificate fee shall be required to be paid on any original license.

The granting of a license to any person to carry on any business for which a license is required under any of the provisions of this Code shall not be construed to authorize him to carry on such business, unless he has complied with all the provisions of law requiring him to make any payment, obtain any certificate or permit, or to do any act as a condition of carrying on any such business.

If any person desiring a City license of any kind is dissatisfied with the amount of taxes to be assessed thereon as stated in the certificate of the City Clerk or with any decision of the City Clerk respecting such license, or if any person is aggrieved by the assessment of a license tax, he may obtain relief by presenting to Council a petition setting forth distinctly the grounds upon which relief is asked.

If any person fails or refuses to pay any license tax due the City, in addition to all other penalties and remedies provided by law, the Circuit Court of the County, or the judge thereof in vacation, upon application in the name of the City, or of any officer of the City, may grant an injunction inhibiting such person from continuing the business until the full amount of the license tax and penalty prescribed by this article and due the City is paid.
