(a) Whoever violates or fails to comply with any of the provisions of this Chapter is guilty of a minor misdemeanor and shall be fined not more than one hundred fifty dollars ($150.00). If within one year the offender previously has been convicted or pleaded guilty to an offense against this chapter, whoever violates or fails to comply with any of the provisions of this Chapter a second time, the offense is a fourth degree misdemeanor. If within one year the offender previously has been convicted or pleaded guilty to two offenses against this chapter, whoever violates or fails to comply with any of the provisions of this Chapter a third time, the offense is a third degree misdemeanor.
