Council and/or the Chief of Police may, in its or his discretion, grant without cost a license for the holding of a circus, carnival, sideshow or musical or minstrel entertainment for not more than six consecutive days, provided that all of the performances are fostered and supervised by civic interests of the City and that a substantial part of the funds derived therefrom is expended for charitable or civic purposes.
